Position Description
JOB TITLE: Transportation Director
REPORTS TO: Chief Financial Officer
LOCATION: Transportation Office and Garage
DESCRIPTION:
Responsible for the organization, administration, and supervision of the school district’s transportation system following state and federal law, Michigan Department of Education, and Board of Education policies. Dispatches transportation personnel to ensure safe, timely transportation of District students to school and related school events. Coordinates communications between parents, students, bus drivers, and building administrators regarding transportation-related issues in a fair, friendly, and timely manner. Assists in the development of mechanical maintenance schedules and maintenance of bus routes, emergency procedures, and adjustments necessary due to accidents, breakdowns, weather, school schedules, or other problems that may arise as a result of providing transportation services.
GENERAL DUTIES AND RESPONSIBILITIES:
Organizes and implements a pupil transportation system within the policies of the Board of Education and uses the software package selected by the administration.
Plans, coordinates, and directs all aspects of transportation for the District.
Develops and monitors transportation routes to improve safety and efficiency through a thorough knowledge of school district streets and geography.
Makes recommendations that may improve transportation services and efficiency, such as rules and regulations for drivers and pupil conduct.
Acts as the district’s “Subject Matter Expert” for the bus routing software and is responsible for the coordination of its use with technology, pupil accounting, and building administrators.
Approves field trips and athletic trips for transportation.
Maintains constant communications with bus drivers via two-way radio.
Responsible for checking road conditions and conveying inclement weather information to the Superintendent for possible school closing.
Develops and maintains lists of students eligible for transportation.
Interprets and communicates transportation procedures and regulations to schools, students, employees, and the public.
Oversees and manages a system of student behavior management for transportation.
Effectively communicates with parents, students, drivers, school administrators, and the general public in a resolution of problem situations in a fair, friendly, and timely manner.
Conducts follow-up with parents and drivers regarding parental concerns promptly.
Develops and maintains a comprehensive fleet management program.
Determines and initiates the proper action to be taken to effectively and expeditiously complete repairs in accordance with school policy, sound maintenance practices, and priority and urgency of operations.
Keeps records for preparation of state and local reports such as inventories, pupils transported, route mileage, time records, special trip records, traffic accidents, and other required reports. Immediately reports fleet accidents and property damage.
Maintains system health and proper function of cameras and DVRs on all district buses and secures and reviews video footage from the camera system.
Prepares and submits annual transportation budget estimates for implementation.
Recruits, interviews, checks background, and recommends for employment bus drivers.
Periodically checks the driving records of all bus drivers to ensure student safety.
Implements the driver education program for school bus drivers.
Maintains personnel records and payroll reports as needed.
Able to drive a school bus in emergencies.
Maintains confidentiality of records and all student matters.
Reviews email communications regularly and responds as needed.
SUPERVISORY RESPONSIBILITIES
Manages 20+ bus and van drivers. Responsible for the overall direction, coordination, and evaluation of these employees. Carries out supervisory responsibilities following the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS/EDUCATION/EXPERIENCE
Minimum Qualifications:
Bachelor of Arts/Science Degree and 3 years experience in general transportation operations, mechanics, and business; or equivalent considered.
Proven ability to remain calm in emergencies and stressful situations.
Possession of/or the ability to obtain a CDL with proper endorsements and to pass the school bus driver’s exam.
Possession of/or the ability to obtain MDE Transportation Supervisor certification.
Desired Skills and Abilities:
Demonstrated proficiency in the use of computers and other office equipment.
Mechanical experience is helpful but not required.
Express a self-motivated attitude requiring minimal supervision.
Practice strong analytical and problem solving skills.
Function as a team player and exhibit a positive attitude.
Maintain a great employment and attendance record.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence.
Ability to establish and maintain effective working relationships with students, staff, and the school community.
Work cooperatively with various levels of staff to achieve District goals and objectives.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to drive, sit and talk or hear.
The employee frequently is required to walk.
The employee is occasionally required to stand and reach with hands and arms. Some driving is necessary.
Specific vision abilities required by this job include close vision, distance vision, color vision, and depth perception.
OTHER REQUIREMENTS:
Occasionally, yet essential to this position, the individual must meet deadlines with severe time constraints, interacting with the public and other workers.
Occasionally the position requires the employee to work irregular or extended hours; and direct responsibility for the safety, well-being, or work output of other people.
The employee is continuously required to interact with the public and staff while meeting multiple demands from several people.
The employee will occasionally lift up to 50 lbs.
The employee may be required to bend or twist at the neck and trunk more than the average person.
JOB PROFILE:
This is a salaried full time position consisting of 220 days. Compensation is salaried based on experience. Benefit package includes health insurance and a state retirement plan.
